GOOD NEWS: Torchwood is coming back!
BAD NEWS: It will only be a 5-hour mini-series, not a full season.
GOOD NEWS: John Barrowman is back as Captain Jack.
BAD NEWS: No full seasons of either Doctor Who or Torchwood next year.

I know D Tennant was taking a year off to play Hamlet, but no Torchwood, either! I wanna cry

OK, I tried to post this yesterday, and the server puked on me. Trying again...
Unfortunately, I suspect that these five hours will be the end. 
I know that several members of the cast, John Barrowman in particular, have been unhappy with the production crew. Also, based on what I know of John Barrowman, Torchwood is about as far from his career goals as you can get and still be in the biz. I don't think he had any idea what he was getting into. He has been an honorable person and a dedicated actor, and has given TW his best. That said, however much we might want him to stay, he has every right to move on in search of something he finds more fulfilling.
Also, as we all know, Jack's immortal. They can't kill him off, so we can always hope for future appearances in Dr. Who, and maybe even some specials. Much as I like Torchwood, I can imagine a lot of great adventures for Captain Jack all over the universe.
