I dunno... Barney Frank was elected to the Massachusetts House of Representatives in 1972. Maybe Barney wasn't officially "openly gay" at the time, and Harvey was when he was elected for his public position in 1977. I was too young back then to know for sure.

Barney Frank's homosexuality was only revealed long after he'd been elected after a male prostitute scandal and long after Harvey Milk had been elected and killed.
